If a request is unfounded or excessive, particularly where it is repetitive, we may charge a reasonable fee to cover the administrative costs of providing the information or carrying out the requested action. We may also decline to act on the request.

13.12 If we have doubts about the true identity of the person submitting your request, we may ask that person to provide reasonable proof of identity.
